It will be the responsibility of all drivers and/or teams to
register, pass technical inspection and pay their entry fee for
all SOUTHERN ALL STAR DIRT RACING SERIES events. The registration
will be conducted at the SOUTHERN ALL STAR DIRT RACING SERIES tech
trailer at the location designated in the pit area upon arrival at
the track. Payment, drawing and preliminary inspection must be
completed prior to the start of qualifying.
NOTE: It is a condition of entry that a Driver
Registration Form and any other necessary documents have been
completed and handed in prior to a driver's first series race of
the season. If the driver changes cars or teams during the season
it is the driver's responsibility to re-register. It is also the
responsibility of the teams/driver to fill out a sponsorship
registration card upon sign in.
These cards will be used for the announcement and publication
of sponsors throughout the season. If there is a change in
sponsorship it is the team/driver's responsibility to make the
necessary changes.
Entry Fees are as follows:
All 2008 Events are $100.00
Entry fees will be used for SOUTHERN ALL STAR DIRT RACING
SERIES to supplement the point fund, pay officials and
administrative costs. If you suffer a mishap before qualifying has
begun, you can opt to withdraw and your entry fee will be
refunded. Once qualifying starts NO refunds will be given.
The only drivers who will be allowed free entry fees to all
events will be past SOUTHERN ALL STAR DIRT RACING SERIES Champions
and the previous year's Rookie of the Year.
In the event of a rain out, cancellation or postponement (other
than next day) all entry fees will be refunded or held over at the
team/driver's request.
NOTE: Entry fees are collected on a race to race basis.
Each race will be separate. Only in the event of a situation
described above will the entry fees be carried over. The entry
fees collected will be good for that event only. Drivers &
teams may only pay for one event at a time.
NOTE: All super late model team personnel will be
required to pay for individual pit passes. In the event of
cancellation, rainout, or postponement, (other than next day) pit
passes will be rain checked or refunded according to the track's
policies upon presentation of tickets. Do not lose your tickets -
NO TICKETS = NO REFUND OR RAIN CHECK. The fact alone that you were
in the pits will not guarantee a refund or rain check.
DECALS
NOTE: There are three (3) decals that must be carried on the
car in order to earn both points towards the season championship
and prize money. These 3 decals are the Southern All Stars
racing Series decal, the HOOSIER RACING TIRES decal and
the SUNOCO Race Fuels decal. While the series is aware of
and has no wish to cause conflicts between teams and sponsors, it
must be realized that the Bearden Oil Company / SUNOCO Race FUELS
and HOOSIER TIRE CORPORATION are major contributors of the season
point fund. There is no compulsion to actually use SUNOCO
products; however, the decal must be present on the car for
consideration for the season championship.
These decals must be on both sides of the car, at every series
race in which the car competes.
CONTINGENCIES
Certain other products manufacturers will be awarding
contingency prizes or cash to drivers finishing in the feature and
in the year end point standings. These awards are dependant upon
the manufacturer decal being carried on the race car. If you wish
to be eligible to receive awards from the manufacturer it is your
responsibility to ensure that the correct decal is affixed to your
race car. Also please be aware that the series responsibility is ONLY
to provide the manufacturer with your name and address and not
to pay the award. All cars finishing the feature races will be
checked by series personal for the appropriate decals.
Any other SOUTHERN ALL STAR DIRT RACING SERIES sponsor decal
that is carried on the car must be affixed prominently. There is
no compulsion to carry any other sponsor's decal, however, it is
worth bearing in mind that sponsors only supports the series and
its teams to gain exposure for their products—no exposure will
eventually mean no support.
TECHNICAL INSPECTION
Technical inspection will be held at the SOUTHERN ALL STAR DIRT
RACING SERIES trailer or at an area designated by the Technical
Inspector. All drivers must enter their car, pay their entry fee
and pass SAS technical inspection prior to competing in a SAS
sanctioned event. No Exceptions. When the car is presented
for technical inspection the Hood must be removed.
• All racecars must pass through technical inspection
prior to the beginning of qualifying.
• ALL cars must pass inspection in order to receive a
tech/weight sticker.
• Any changes or alterations required must be completed
and the car returned to for re-inspection before hot laps - No
sticker means no hot laps - No exceptions .
• After a car has passed inspection and a sticker has
been issued no alterations may be made to the car - Any changes to
spoiler height, deck height, quarter panels, doors or any other
part of body will result in a loss of qualifying time or loss of
position in either the heat race or last chance race.
• Spot-checks can be made by the Technical Inspector at
any time. Penalties will be applied to cars found illegal after
Tech stickers have been issued. If a car is found illegal after
qualifying the driver will lose his time and start at the rear of
a heat race. If a car is found illegal at the start of a Heat
race, the driver will lose his time and have to start at the rear
of a last chance race.
• Any car found to be illegal as a result of changes on
the starting grid for the feature, heat or last chance race will
result in immediate disqualification. The spot would then be
filled by the next alternate.
• PLEASE NOTE : If changes need to be made to a
car (such as changing tires) once it has been put into position on
the starting grid for the feature, the car may not leave the grid
to make changes until the field has been sent off on the warm-up
laps. It is the driver's responsibility to return before the
one-to-go signal has been given in order to retain his original
starting position or start from the rear. No Exceptions.
• A MINIMUM of three (3) cars may be
re-inspected at the conclusion of competition on each day of an
event - for either a 2-day or 1-day show. The three cars will be
made up of the top three finishers in a racing event.
• Each of these 3 cars may have their motors
“pumped” via P&G if they are claiming anything other than
the open engine weight. Any car found illegal during this
inspection will be disqualified from the event - any given last
place money and last place points.
• If a motor inspected with the “P & G” gauge
has readings that prove to be questionable for size, Series
Officials reserve the right to pull the heads and to check
cylinder sizes by alternate means.
• Teams whose cars are found illegal have the option of
tearing down the engine in an effort to prove legality. This
option may result in other inspections being made. Be Warned!
• Teams that are not present at the end of the event to
present their cars for post race inspection by the Technical
Inspector, if required to do so, may be disqualified from the
event.
HOT LAPS
All Drivers will be allowed only one (1) hot lap session at
each event. Hot laps will be conducted in set groups in order as
per their pill draw. Drivers and/or teams are responsible for
knowing what group that they are in. Line-ups will be posted at
the SOUTHERN ALL STAR DIRT RACING SERIES trailer, in the pit area
and at track posting stations as available. Drivers must hot lap
in their assigned group. If a driver is unable to hot lap with his
designated group, that driver will not be allowed to hot lap. No
Exceptions.
QUALIFYING
As in hot laps, drivers must qualify in order as per their pill
draw. Drivers must be in staging and in proper order when called
for. If the driver is not present at the time his designated
qualification spot comes up the driver will forfeit his
qualifying run and will start from the rear of the heat races or
last chance race. No Exceptions.
Cars will be weighed after qualifying laps are completed
whenever possible. Depending on the layout of the host race track
this procedure may be altered at the discretion of Series
Officials and will be announced at the drivers meeting.
All cars that are judged to be light when crossing the scales
after qualifying will lose their qualifying time and will start at
the back of a heat race or last chance race. If there is more than
one car that has been judged light, those drivers will be lined up
at the back of the heat races or last chance race by their
qualifying order.
Cars judged to be light will be rolled off the scales one time
for zeroing and a reweigh. No other reweighs will occur.
All drivers should make every effort to visit the scale prior
to qualifying to ensure weight compliance by the host tracks

good upon returning to the rescheduled date. Any Driver NOT
present at the previous date may attend rescheduled date if
qualifying has NOT been completed. A driver cannot enter the event
on the second day of a two day event.
RADIOS
RADIOS WILL BE ALLOWED FOR THE 2008 SEASON
RACE PROCEDURES AND RULES
The use of the RaceCeiver or a like communications device
is required at all SOUTHERN ALL STAR DIRT SERIES events.
The RaceCeiver can be bought or rented from the Series at the
event. Any RaceCeiver or like device that is compatible may be
used. The frequency shall be announced at the drivers meeting.
Standard flagging procedures will be used for each event. If
for any reason the race is run one lap short or long the race is officially
over when the checkered flag is displayed to the leader
After an on-track incident, the car or cars that come to a stop
on the race track that were directly involved in the incident will
be those that are sent to the rear of the lap which they are
scored on before the re-start. Any cars that stop or spin out to
avoid running into an incident will be allowed to keep their
previous position.
STARTS AND RESTARTS
• Once the field has been sent away for the pace laps
any warm-up laps at racing speed can be considered a penalty and
the offending driver or drivers will start the race from the rear
of the field. Sufficient laps to warm up engines, transmissions
and tires will be given.
• ANY D RIVER OR DRIVERS JUMPING ORIGINAL START
ATTEMPT WILL BE WARNE D FOR ON THE FIRST OFFENSE. THE SECOND
OFFENSE WILL RESULT IN THE OFFENDING DRIVER BEING PUT BACK ONE
ROW.
• A designated starting point will be determined by the
Series Director and announced at the drivers meeting. This will be
marked with a chalk line before each start or as needed.
- OSAS will utilize “Delaware Double-file” restarts during
its 2008 events. This will happen until the halfway point of heats
or last chance races and up until 10 laps to go in the feature or
until a point the Series Director determines they are no longer
safe or in the best interest of competition.
Heats, Last Chance or Features
• The designated starting point shall be marked in the
announced manner.
• After the “one lap to go” signal has been given,
the field must maintain an orderly, controlled pace around to the
starting point with the front row running side by side. The inside
pole-sitter will set the pace going into turn 3 and maintain that
pace going to the line. It is the responsibility of the outside
pole sitter to keep his car even with the pole-sitter. Provided
that the line up is good, the race will be started.
• Anticipating the start or firing before the green
light or flag will be considered a penalty if the offending driver
or drivers advance their position prior to reaching the
start/finish line. Those drivers will be sent to the tail at the
next caution period.
• In the event of a caution before the first lap is
completed the field will be lined-up for a complete re-start in
the original starting grid order provided there are NO penalties
to be assessed.
• Any driver, who comes to a stop during the first lap
and, in the opinion of the Officials, has done so deliberately to
cause a re-start, will be put to the rear before the race is
re-started.
Any driver who is scheduled to start in the feature and is
unable to start will lose his position to an alternate. Alternate
drivers will be notified of their positions and they must be
prepared to line-up on the grid within five minutes of being
called. Once an alternate has been called forward to take your
position, you may not re-claim that position.
No alternates will be allowed to start after the field has
pulled away from the starting grid.
In the event that a driver is unable to take up his assigned
grid position, the cars in that row will be moved forward to fill
the position. The grid will not be crossed and re-aligned.
Alternates will join on at the back of the field and not in the
empty position(s).
CAUTION PROCEDURES
There will be no racing back to a caution except on the final
lap once the leader has been shown the white flag. The field will
then race back to the checkered flag. The flagman will turn on the
yellow light but leave the green on as well as an indicator to the
field they are racing back to the checkered flag.
In the event of an unsafe condition or completely blocked track
on the final lap, the red flag will be displayed and the field
will realign as it was on the last completed lap for a green,
white and checkered finish.
In the event of a caution, the car or cars involved in the
incident that comes to a stop on the race track as a part of the
original incident will be sent to the rear. All cars that are
indirectly involved in the accident (spinning or stopping to avoid
the wreck) or subsequently spin will be given their position back.
In the event of either a caution or a red flag after one (1)
lap has been completed any car that goes into the pits will rejoin
the field at the tail of the lap they are scored in.
In the event of a caution or a red flag on the initial start
attempts drivers may enter the pits for repair and assume their
original grid positions provided that they have returned to the
track prior to the one to go signal being given.
In the event of a caution, all lapped cars will line up for the
re-start at the rear of the field by position on the racetrack and
according to the previously completed lap.
In the event of a caution the field will realign for a re-start
in the order of the last completed lap. NOTE: In order to retain
its position a car must have been in that position for one
complete lap, including lapped cars.
Any driver that spins, for any reason, as he is being lapped,
or is about to be lapped by the leader and brings out the caution
may be scored one lap down from that point onwards in the race.
No crew members are allowed to work on any car that is still on
the racing surface or is in a dangerous position in relation to
the racing surface. Any member of any team who works on the car
during a caution or red flag while the car is still on the track
will be judged to have made a pit stop and will be sent to the
tail of the lap on which they are scored.
In the event of an accident drivers who are not in imminent
danger should not get out of the car unless you are told to do so
by an official or safety worker. Drivers who exit without due
cause will be sent to the rear of the field or possibly even
disqualified depending on the circumstance.
Any driver that is involved in two cautions will be
blacked flagged from event. This however does not constitute a
disqualification as the driver will be paid for their finishing
position and awarded points.
In the event that a driver suffers a flat tire, during the
feature only, the driver will be granted a minimum of two courtesy
laps to change the tire and rejoin the field. Drivers should make
Series Officials aware of the need for the two lap courtesy. The
laps will only be granted once per feature event and will only be
granted for a tire that is actually flat.
Southern All Star Series Officials will do NO on track
repairs of any kind no matter how minor. Officials may change out
RaceCeivers, give drivers rags or other items as deemed necessary
by the Series Director.
PENALTIES
Black Flag - means that you have been sent to the pit and will
take no further part in the race you were participating in
currently on the track. Once a driver has been issued a black flag
the driver should exit the speedway immediately. Failure to do so
could result in a complete disqualification from the entire event.
ON TRACK PENALTIES
The following penalties will be applied after normal caution
procedures have been followed unless special circumstances apply:
• Under green flag or caution flag conditions, the
SOUTHERN ALL STAR DIRT RACING SERIES Director reserves the right
to invoke penalties, suspensions or fines to any driver whose
actions are deemed to be overly aggressive or fall into the
category of “rough driving.”
• Drivers will be notified of any penalties that have
been levied by the Series Director. All decisions shall be final.
• This rule is not intended to eliminate competition or
accidental contact - it is, however, intended that deliberate
contact and/or over-driving, will be penalized.
• Any physical confrontation, either on the race track
or in the pit area will result in the aggressor or aggressors
being disqualified, suspended or fined up to $1500.00 at the
discretion of the Series Director.
• A second offense will result in suspension for the
rest of the season.
• Any driver who enters another driver's pit area will
be deemed the aggressor. Away from either
drivers pit area, both drivers will be considered aggressors.
Drivers should be aware that they will be held responsible for all
members of their race team and the above penalties may apply even
if the driver is not directly involved.
• Any incidents that occur during the last THREE events
of the season could result in penalties being applied at the
beginning of the subsequent season.
• Any incidents that are judged to be “deliberate
acts of aggression “, whether on or off the track, under green
or caution will result in an immediate disqualification.
• The Southern All Star Racing Series Officials reserve
the right to increase the above penalties depending on the scope
and severity of the incident.
TIME
ALL DRIVERS PLEASE NOTE: All Events will be conducted according
to a schedule and in a timely manner. Features will be started
early whenever possible. Schedules will be posted in the pits and
at the SAS Tech Trailer (as will Line-ups and qualifying orders).
It is your responsibility to adjust your work load accordingly and
be ready when called.
As a general rule, from the end of a previous event on the
track, you will have a MAXIMUM of 10 minutes to be in
position, either on the grid or in the staging area, for your
scheduled event. During heat races drivers must report to the
staging area prior the end of the previous heat. During driver
introductions for the feature drivers will have 10 minutes to be
on grid, if a driver is not in position by the required time
during the program they will start from the rear of the field.
It should also be noted that cars must be presented for
Technical Inspection when requested to do so by the Technical
Inspector or Series Director. Delays in getting Technical
Inspection completed in a timely manner may result in offending
drivers being denied hot laps.
RAIN DELAY
In a rain delay situation the SOUTHERN ALL STAR DIRT RACING
SERIES reserves the right to amend the racing format in the
interest of time constraints and scheduling conflicts. The format
changes will be made with the fans and drivers best interest in
mind Changes will only be made if an event is in jeopardy of being
lost due to lack of schedule availability, a time curfew or
inclement weather. Under these circumstances the amount of laps
for qualifying, heats and the feature may be shortened
PROTEST PROCEDURES
Protests must be posted no later than five (5) minutes after
the completion of the feature race. Protest must be made in
writing with a specific rules violation, signed by the protesting
driver and accompanied by cash only . There is an $800.00
protest fee to have internal engine parts checked. Any other
protest including visuals will be $300.00
A visual protest can be made anytime before the start of the
race.
If only minor infractions are found on a car that has been
protested and in the opinion of the Southern All Star Dirt Racing
Series officials in charge, the added benefit to performance is
questionable, the car may be declared legal, with the
understanding that the violations will be corrected before again
engaging in competition.
No multi-car protests will be accepted. A car may be protested
only by the car that finished one position behind. However, if a
car is protested and the team does elect to tear down, they may in
turn protest the car that has protested them. There shall be a ten
minute time limit placed on the back protest.
WEIGH-IN
The first three cars from the feature and any cars that
transfer to the feature from preliminary races must weigh in
immediately following their race.
Following the feature the top three finishers must cross the
scales and weigh in correctly. This includes the winner who must
weigh prior to any winner interview or presentations.
All drivers should make every effort to visit the scale prior
to qualifying to ensure weight compliance by the host tracks
scale. The host tracks scale is the OFFICIAL scale and will be the
only one used to determine weight compliance.
NOTE: Remember that all cars must cross the scales at
their claimed weight during qualifying. There is no burn-off
allowance for qualifying weights.
NOTE: All Cars must proceed directly from the race track
to the scale. Any detour, to anywhere, may result in
disqualification or the offending driver being relegated to last
place. After qualifying, any detour will result in loss of time.
Should any car stop on the way to the scale and be touched by
anyone other than a Race Official, the driver may be disqualified.
CARS MUST REPORT DIRECTLY TO THE SCALE AFTER ANY RACE TO BE
DECLARED LEGAL AND CERTIFY THEIR POSITION.
